I Think My Number is "Recycled"
A few weeks ago, I changed my cell phone number.
Since then, I've gotten probably a half dozen calls from strange numbers at all hours of the day and night. The one time I did pick up it was some guy I could barely understand. Other times there is a "Missed Call" message on my screen but nothing in voicemail.
I think my number must have belonged to someone else at one point, and these must be his friends calling.

I'd definitely complain to the company! That can be really annoying! Especially the late night ones...
We had the same problems when we moved here. Actually, the hubby had the problems. The guy before him was a deadbeat--I kid you not. Creditors and such were (and still--we've been here two years) calling all the time.
We complained to the company, but I'm sorry to say that they couldn't do anything for us. We would just have to change numbers again, and that would have cost another $15. We weren't up for it. It's slowly diminished. Still get a few, but it gets better.
I hope your situation gets better sooner than ours did! It still might be worth a shot to talk to your service provider, but it didn't work for us. Good luck!
